Mr. Brooks has a graduate education in Sociology. He is a retired junior flag Officer with the U.S. Army at the rank of Major. He is a battlefield Viet Nam veteran. Also, he is a retired federal law enforcement officer with the Federal Bureau of Prisons in mid-management.

We will work to improve multicultural skills, community satisfaction with police services, compliance with the law involving the use of force and 4th Amendment Search & Seizure, improve department culture, and employee relations, to name a few.
The Gala Group, Inc.© (TGG) is a Tennessee Non-Profit Corporation (applied for 501(c)(3) status) located in the Chattanooga, Tennessee area.
TGG consultants have more than 250 years of combined experience to deliver services that are second to none. Each TGG consultant has between 20 to 31 years of experience. The consultants' formal training will range from a bachelor's to master's and Ph.D. degrees and are graduates of the Federal Law Enforcement Training Center (FLETC), Glynco, Georgia. TGG provides educational and training assistance to national clients.
TGG has a culturally diverse executive staff and is managed by minority and U.S. Military disabled veterans.
